A Resource-Based Perspective on China Hospital Alliance  [PDF]

Abstract: Recently in China, Hospital Alliance is considered to be the most effective solution of healthcare system. The purpose of research is to illustrate the concept of hospital alliance in China, use empirical research methodology of case study based on resource-based view. The main results get from the empirical analysis is to apply the modern theory of resource allocation and reallocation to redesign the model of hospital alliance, thus improve the quality of medical service and effectiveness. The final conclusion is to show a model of health delivery in China using pre-paid medical insurance.

Abstract: “County Integrated Healthcare Organization” is a innovative solitary alliance of rural three-tier health service organization in recent China, led by a county hospital and composed of 2 - 3 township health centers and a number of village clinics under the township catchment respectively. It adopts insurance fund as financial leverage, vertically integrated the three-tier healthcare institutions. CIHO as a system focus on solving the existing problems, adopted the financial leverage of health insurance payment to promote the cooperation and formation of responsibility sharing, benefit sharing, promoting people health centered, win-win development among healthcare institutes in the county.

Abstract:
The metro system, which is the symbol of urban civilization, has become the focus of terrorist gangs and terrorists in creating terrorist incidents currently. This article counts 19 typical metro violent incidents that have taken place in the world since 2001, and analyzes the characteristics of the metro violent incidents in terms of attacking methods, attacking tactics, attacking locations and attacking time. Based on the theory of emergency management life cycle, we construct an emergency capability assessment index system of metro violent incidents, which includes terrorism prevention capability, terrorism dealing capability and terrorism resilience capability.
Interannual and interdecadal variations in the North Atlantic Oscillation spatial shift

Abstract: The spatial shift of the North Atlantic Oscillation (NAO) is analyzed by using the Twentieth Century Reanalysis version 2 dataset and identifying NAO action centers directly on winter mean sea-level pressure (SLP) anomaly maps. The spatial shift of the NAO is characterized by four NAO spatial shift indices: the zonal and meridional shifts of the NAO southern and northern action centers. It is found that the zonal and meridional shift trends of the NAO action centers move along a path of southwest-northwest direction. Spectral analysis shows that the four NAO spatial shift indices have periodicity of 2–6 years and the NAO index has periodicity of 2–3 years in terms of high-frequency variations. On a decadal time scale, the NAO spatial shift indices are closely (positively) related to the NAO index, which is in agreement with previous studies of the relationship between the NAO index and the spatial shift of the NAO pattern. However, there is no relationship between the NAO index and the meridional shift of the northern action center on an interannual time scale. The significant relationship between the NAO index and the interannual variability of NAO spatial shift indices is very likely to be associated with synoptic-scale Rossby wave breaking, which generates surface pressure anomalies and thus affects the phase and pattern of the NAO. The correlations of winter westerly winds over 90°W-0° and the NAO index and the NAO spatial shift indices have a ‘+ + ’ structure from the Equator to the North Pole. Although there is close correlation between the NAO spatial shift indices and the strength of the zonal winds in the North Atlantic region, the effect of the zonal winds on the NAO spatial shift differs at different latitudes. Hence, the role of the zonal winds is probably a result of the NAO spatial shifts.

Energy-Efficient Scheduling with Time and Processors Eligibility Restrictions

Abstract: While previous work on energy-efficient algorithms focused on assumption that tasks can be assigned to any processor, we initially study the problem of task scheduling on restricted parallel processors. The objective is to minimize the overall energy consumption while speed scaling (SS) method is used to reduce energy consumption under the execution time constraint (Makespan $C_{max}$). In this work, we discuss the speed setting in the continuous model that processors can run at arbitrary speed in $[s_{min},s_{max}]$. The energy-efficient scheduling problem, involving task assignment and speed scaling, is inherently complicated as it is proved to be NP-Complete. We formulate the problem as an Integer Programming (IP) problem. Specifically, we devise a polynomial time optimal scheduling algorithm for the case tasks have a uniform size. Our algorithm runs in $O(mn^3logn)$ time, where $m$ is the number of processors and $n$ is the number of tasks. We then present a polynomial time algorithm that achieves an approximation factor of $2^{\alpha-1}(2-\frac{1}{m^{\alpha}})$ ($\alpha$ is the power parameter) when the tasks have arbitrary size work. Experimental results demonstrate that our algorithm could provide an efficient scheduling for the problem of task scheduling on restricted parallel processors.

Abstract: Principal component analysis and generalized low rank approximation of matrices are two different dimensionality reduction methods. Two different dimensionality reduction algorithms are applied to the L1-CSVM model based on augmented Lagrange method to explore the variation of running time and accuracy of the model in dimensionality reduction space. The results show that the improved algorithm can greatly reduce the running time and improve the accuracy of the algorithm.
Holocene climatic change in Hunshandake Desert

Abstract: Research on the geological data of Hunshandake Desert in China monsoon region revealed that Holocene summer monsoon had experienced six prevailing periods and seven weakening periods. The climatic humidity and the vegetation had also undergone the similar periodical variation influenced by the monsoon periodicity. The period when summer monsoon prevailed or winter monsoon weakened and climatic humidity and vegetation coverage relatively increased, corresponded to the global warming events; whereas the period when summer monsoon weakened or winter monsoon prevailed and climatic humidity and vegetation coverage relatively decreased, corresponded to the arid events in middle to low latitudes and the cold events in North Atlantic. As for the changing regularity of summer monsoon intensity there were two distinct periodicities of 1456 years and 494 years, also these two periodicities had global significance.
